Does this look broken?

Bought a 1.8L engine that came out of a 91' Jetta... When I took the valve cover off I noticed there were only 4 caps on the camshaft. Unless i am mistaken I though a 4 cylinder engine generally had 5 caps for the camshaft.

There is no sign of breakage and it does seem that the head was manufactured this way on purpose but I just want to be sure.

Comment if you have any useful info on this matter.

saw the same thing on a 1.8 I had in an A2 gti Years ago. thought it was odd, but appeared to be machined that way on purpose.
